Mr. Hale VanKoughnett joined the U.S. State Department as a Foreign Service Officer in 1991. He has had overseas assignments in Ciudad Juarez, Mexico; Paris, France; Santo Domingo, Dominican Republic; Brussels, Belgium; Seoul, Republic of Korea; and Manila, Philippines. Mr. VanKoughnett’s previous foreign assignment was as Chief of the Nonimmigrant Visa Unit in Manila, the eighth-largest visa unit in the world. His Washington assignments have included Watch Officer in the Bureau of Intelligence and Research, International Relations Officer covering Arctic issues in the Bureau of Oceans and Environmental and Scientific Affairs, and Special Assistant to the Visa Deputy Assistant Secretary for Visa Services in the Bureau of Consular Affairs. He began his assignment as Consul General in Québec City in October 2013.
Mr. VanKoughnett received a B.A. from St. Lawrence University in Canton, New York, in 1985 and an M.A. in International Relations from the Johns Hopkins School of Advanced International Studies in Washington, DC, in 1988. He also holds an M.A. in National Security and Strategic Studies from the Naval War College. In 2012-13 he was a student at the Naval War College in Newport, Rhode Island.
